On the 11th, Director Yang Jen-chieh of the Second River Bureau under the Water Resources Agency led a team to meet with Hsinchu County Magistrate Yang Wen-ke and other county officials to express gratitude for their cooperation and support in ensuring the smooth implementation of water resource management and disaster prevention initiatives.
Director Yang thanked Magistrate Yang and the county for their joint efforts, which resulted in a disaster-free year despite rainfall. He emphasized that, in light of the growing impacts of climate change, the Water Resources Agency has introduced the "runoff sharing policy" to help local governments identify high-risk areas. The Second River Bureau is currently working on runoff sharing plans for the Touqian River and Fengshan River basins. The goal is to collaborate with the county to map areas at risk due to climate change. If structural solutions cannot mitigate flooding risks or if there is a need for significant future development, public land can be reserved in advance and integrated with disaster prevention measures, optimizing its use for both purposes. He requested that the county reassess its needs, and the bureau will assist in evaluations.
Yang also noted that the Second River Bureau is taking a comprehensive watershed approach to assess river issues. He invited county decision-makers to participate in the open platforms for adaptation planning for the Touqian and Fengshan Rivers. These platforms are designed to foster dialogue and build consensus with society, aiming to create beautiful rivers while ensuring flood safety and protecting the ecological environment.
Magistrate Yang Wen-ke highlighted that the Hsinchu County Government values the cooperation between central and local governments and recognizes the importance of flood retention in improving residents' quality of life. The county will instruct its departments to identify risk areas and coordinate with the Water Resources Agency to implement various disaster prevention and mitigation initiatives. Magistrate Yang also mentioned several future construction projects related to the Touqian River, such as the project involving the Jingguo Bridge. He asked the Second River Bureau for its continued support in these endeavors. Additionally, he expressed concern about the use of the Zhubei floodplain along the Touqian River, hoping that the Second River Bureau would support the county's application for the multi-purpose use of the floodplain, providing citizens with access to natural spaces. The county will ensure that any plans comply with regulations and professional opinions related to flood protection and ecological preservation, adjusting them accordingly after assessing their impact on the environment, and requested the bureau's support in these efforts.
In conclusion, Director Yang emphasized that the Second River Bureau will continue to adopt a comprehensive watershed approach and deepen its collaboration with Hsinchu County and City, supporting local development initiatives.
